U.S. Housing Starts Decline in September 2026: What It Means for the Chemicals Industry

Housing Data Horizontal 1 - The Chemical Company

The U.S. residential construction market showed signs of weakening in September 2026, raising important questions about demand across the chemicals and building materials industries. According to the latest report from the U.S. Census Bureau and the Department of Housing and Urban Development, housing starts, building permits, and year-over-year completions all reflected a softer construction environment.

Housing Starts Fall 7.4% Year Over Year
Privately owned housing starts reached a seasonally adjusted annual rate of 1.221 million units in September, down 5.2% from August’s revised rate of 1.288 million and 7.4% below September 2025. Single-family housing starts declined 4.6% month over month to an annualized rate of 859,000 units.

This slowdown is significant for chemical manufacturers supplying construction-related materials. Residential building activity supports demand for plastics, insulation, paints and coatings, adhesives, sealants, polyurethane foams, and other specialty chemicals used throughout the construction process.

Building Permits Signal Cautious Construction Activity
Building permits, an indicator of potential future construction, totaled an annualized 1.4 million units in September. This represented a 0.2% decline from August and a 3.0% decrease compared with the same month last year.

Single-family permits fell 4.0% month over month to 845,000 units, while permits for buildings with five or more units reached 503,000.

For chemical suppliers, these figures provide insight into potential future demand. A sustained decline in permitting could reduce future orders for construction materials, although the impact will depend on project timing, housing types, and inventory levels.

Completions Offer a Mixed Picture
Housing completions provided a more mixed signal. Privately owned homes completed reached an annualized rate of 1.192 million units, up 2.2% from August but down 14.0% compared with September 2025. Single-family completions declined 2.4% month over month to 840,000 units.

Although monthly completions increased overall, the substantial annual decline suggests that completed construction activity remains below last year’s level.

What This Means for Chemical Manufacturers
The latest housing data highlights the importance of monitoring construction trends when forecasting demand for building-related chemicals. Producers of PVC, polyurethane, insulation materials, coatings, and adhesives may face greater uncertainty if residential construction remains subdued.

However, housing starts alone do not determine chemical consumption. Renovation activity, infrastructure investment, commercial construction, and changes in material usage can also influence market demand.

The outlook: Chemical manufacturers should closely monitor upcoming housing reports, building permits, and construction spending to assess demand trends, manage inventories, and plan production. September’s figures point to a softer residential construction market, making careful demand forecasting increasingly important as the industry moves toward 2027.
